Streamlining Grants Management for HUD ONAP
iCUBE partnered with the U.S. Department of Housing and Urban Development (HUD) Office of Native American Programs (ONAP) to support the Indian Housing Block Grant (IHBG) Competitive Grant Program — a critical initiative that provides funding to improve housing conditions for Native American and Alaska Native communities.
The program required a rigorous, multi round review and paneling process to evaluate applications against strict NOFA requirements. iCUBE played a central role in ensuring the process was efficient, transparent, and fair:
✓ Reviewer Recruitment & Training: Recruited and onboarded 30 qualified grant reviewers with expertise in tribal and housing programs, and facilitated training sessions for HUD staff, reviewers, and panelists.
✓ Technology Enablement: Implemented and tailored an online grant management system with multiple user portals and dashboards to manage 127 applications and track 254 independent reviews.
✓ Operational Excellence: Provided daily technical and logistical support to reviewers, HUD HQ, and field offices, ensuring smooth collaboration across six ONAP regions.
✓ Panel Management: Coordinated concurrent panel sessions involving 22 reviewers, 18 HUD staff, and six iCUBE team members, enabling each panel to review 15–21 applications efficiently.
✓ Quality Control: Conducted QC reviews at each stage to ensure completeness, consistency, and accuracy of reviewer comments.
✓ Impact: Supported HUD in awarding $115+ million to 28 grantees, improving housing opportunities for Native communities nationwide.
Beyond execution, iCUBE documented lessons learned, produced over 30 comprehensive reports, and provided strategic recommendations to strengthen future grant competitions.
