Building HUD’s Enterprise Data Program
iCUBE Inc. partnered with the U.S. Department of Housing and Urban Development (HUD), Office of Policy Development and Research (PD&R) to support the establishment of the Office of the Chief Data Officer (OCDO) and accelerate HUD’s enterprise data program. This effort was designed to fulfill the requirements of the Foundations for Evidence Based Policymaking Act (FEBP) and strengthen HUD’s ability to manage data as a strategic asset.
Traditionally, HUD’s data governance efforts were siloed, with limited enterprise wide coordination and inconsistent practices across program offices. By providing structured support services, iCUBE helped HUD build the foundation for a sustainable, department wide data governance framework.
✓ Governance Framework: Supported the establishment of HUD’s Data Governance Board and governance infrastructure to drive a data driven culture.
✓ Open Data Enablement: Assisted with the review, updates, and expansion of HUD’s Open Data Plan and datasets, ensuring transparency and compliance with federal mandates.
✓ Data Maturity Assessment: Developed materials and facilitated workshops to improve data literacy and promote the use of data as a strategic asset across the Department.

✓ Evidence Act Compliance: Provided program management and technical support to align HUD’s data governance practices with statutory requirements under the Evidence Act, OPEN Government Data Act, and Paperwork Reduction Act.
