Delivering Program Management Excellence for HUD’s Operating Fund Program
iCUBE partnered with the U.S. Department of Housing and Urban Development (HUD), Office of Public and Indian Housing (PIH), to support the Operating Fund (OpFund) Program — a mission critical initiative that distributes over $5 billion annually to more than 2,900 Public Housing Authorities (PHAs).
The OpFund Program is essential to ensuring safe, decent, and affordable housing for low income families nationwide. HUD relies on accurate tools and processes to calculate operating subsidies, and modernization efforts required transitioning from legacy MS Access based tools to a new web portal platform.
Through our program management support, iCUBE strengthened HUD’s ability to manage this transition, delivering:
✓ Business Areas Support: Documented functionality of legacy MS Access tools and databases, provided daily operational support to HUD PIH staff and field offices, and ensured continuity during modernization.
✓ Independent Verification & Validation (IV&V): Designed and executed a structured validation methodology for new web portal modules, including HUD 52722/52723 submissions, SF-424/SF-425 submissions, Inventory, Program Expense Level (PEL), Energy Incentive Calculators (RRI etc.), and PHA Plans. Developed and administered targeted surveys to assess stakeholder confidence in HUD’s grant calculation modules. Performed compliance checks including regulatory and Section 508 compliance checks. Produced detailed validation reports with findings and recommendations — over 80% adopted by HUD — improving efficiency, transparency, and compliance.
