Job Description :

iCUBE Inc. is looking for an experienced (5+ yrs experience) Data Strategy specialist with Enterprise Data Governance experience associated with establishing an overall organizational data architecture, governance and management strategy. The contract requirement is to help a federal agency build the Office of the Chief Data Officer that will be able to establish an enterprise data program, in accordance to the Foundations for Evidence-Based Policymaking Act of 2018, that includes the following Departmental objectives: Establish a Departmental Data Governance Program; Improve and fully implement the agency’s Open Data Initiative Processes; and Establish a Data Education and Outreach Program.

Responsibilities:

Responsibilities include leading and managing a team to perform the following activities:

Support the Department in strengthening Agency-wide data governance efforts to include development, maintenance and updating of a strategic and tactical Data Strategy and Roadmap, including related data priorities, performance measures and indicators.

Support the establishment, implementation, and maintenance of data governance across the Department; logistical, planning and facilitation support for the Agency and relevant working group as appropriate.

Support the implementation and operations of the Data Governance Board. These activities may include but are not limited to gathering input from across the Department to develop with approval of the Program Office and enforce sound data governance policy and process decisions throughout OCDO; coordinating with other Agency bodies and providing logistical, planning and facilitation support; assist in developing governance material.

Support the Department in selecting a data maturity model and conducting the Agency’s initial and annual individual principal office’s data maturity assessment and updating the model to meet evolving Departmental needs.

Support offices in completing the assessment using facilitated session and/or other technical assistance.

Support activities such as establishing, standardizing, creating efficiencies across the Department through shared data support services and document and evaluate Department processes around data. The focus will be on key drivers such as: data access and availability, data governance, coordination and planning for data management, data knowledge and skills, data collection, information collection processes, staff capacity, open data, among other areas.

Assist with performing an iterative agency-wide data maturity assessment for each of agency's core lines of business

Assist in the development of a Data Program Handbook.

Qualifications:

Bachelor’s degree or equivalent training with data management tools, techniques, and manipulation

5+ years of data management, data governance, data engineering, data strategy or equivalent experience

5+ years of experience and knowledge assessing enterprise data maturity using data maturity model

5+ years of experience and knowledge of Federal Data Strategy and associated action plans

5+ years of experience and knowledge of Federal Open data initiatives

5+ years of experience and knowledge of establishing an enterprise data literacy, education, and outreach plan

Demonstrated track record of domain expertise including understanding technical concepts necessary and industry trends, and possess in-depth knowledge of immediate systems worked on and some knowledge of adjacent systems

Strong problem solving, written and verbal communication skills with the ability to work collaborate well with team members and business partners

Experience working with federal agency OCDO is a plus
