Job Description :
The position is for a Quality Assurance / Compliance Specialist for a contract with Department of Housing and Urban Development (HUD). The HUD OpFund Grant Program provides approximately $4.5 billion annually to over 2,900 Public Housing Agencies (PHAs) to manage and operate 6,500 public housing developments that serve over 900,000 low-income families. HUD provides the funds at the public housing development level on a calendar year basis. HUD calculates each development of OpFund eligibility from the information collected in forms HUD-52723 and HUD 52722. In 2023, HUD plans to pilot web based forms HUD-52723 and HUD-52722. This contract will validate that the web based forms, reporting, and process follow Federal and HUD laws, regulations and codes, and applicable contracts between HUD and the Public Housing Authority, as well as HUD’s notices, instructions, policies, publications, and organizational standards.

Responsibilities:

  • Works with the Project Manager for development of Validation Management Plan to include the tasks, activities, deliverables, milestones, and validation review periods
  • Ensures timely completion of all validation plan objectives and milestones
  • Reviews and assesses compliance with all the applicable rules and regulations
  • Conducts interviews and surveys with up to 10 individual stakeholders
  • Validates the HUD-52723 & HUD-52722 module in the OpFund Web Portal for the following: Compliance with Rules and Policy, Pre-Pop Data Review, Functionality and Eligibility Calculation, Data Reporting
  • Reviews and assesses compliance of the module’s OpFund grant eligibility calculations
  • Reviews the OpFund data derived from the processed Forms HUD-52722 and HUD-52723
  • Creates Module Validation Review Package
  • Works with the Project Manager for development of initial and final validation reports
  • Identifies areas of non-compliance and recommends corrective actions to address those
  • Identifies areas of process improvement and recommends updates for the same

Qualifications:

  • Bachelor’s Degree (Preferred)
  • Minimum 5 years' experience in governance, compliance and Quality Assurance
  • Familiarity with HUD Policies, Rules and Regulations (i.e The Public Housing Operating Fund Program; Grants And Agreements; Operating Fund Calculations) is a plus
  • Experience with compliance testing, performing QA on software/web tools validation and compliance testing
  • Extensive experience in Quality Assurance, Quality Control, Defect Management and Resolution processes
  • Highly detail-oriented - maintaining peak product quality, designing and implementing inspection activities, identifying and resolving problems, and consistently delivering exceptional outcomes
  • Familiarity of ISO 37301:2021 Standard (PDCA cycle) is a plus
  • Familiarity with CMMI framework, ISO 9001 Standard is a plus
  • Experience with data analysis, report generation based on findings
  • Experience in creating debriefing presentations
  • Formal regulatory, compliance and/or quality training/certifications (i.e. CMMI Associates, ISO-37301 or 9001 Standards) is a plus
  • Proven track record in being a team player
  • Commitment to continuous process improvement, background in CMMI and ISO practices is preferred
  • Experience in core elements of governance processes, policy and procedure evaluation, assessment of tools/applications against established rules and policies
  • Strategic and growth-oriented mindset – able to see the big picture, across the entire program

  • Experience assessing tools against comprehensive compliance program
  • Experienced and comfortable navigating regulatory audits and responses
  • Experience interacting with and responding to surveyors, and stakeholders
  • Proven ability to craft and implement, monitor, manage, and report performance of corrective action plans
  • Support a culture of continuous process improvement
  • High degree of proficiency MS Office Suite (Excel, Word, PPT), Outlook & internet browser applications
  • Must have excellent communication skills, both written and verbal, and experience with communication at an executive level, small to midsize groups
  • Strong analytical, prioritizing, interpersonal, problem-solving, & planning skills
  • Successfully pass background check prior to employment
  • Familiarity with Oracle Application Express (APEX), Oracle database, MicroStrategy Reporting Server cluster, Microsoft .Net and IIS Server for DocuSign web services integration
